Position of the Senate in the Constitutional System of the Czech Republic

The bachelor thesis deals with the issue of the Senate's position as one of the chambers of the Parliament of the Czech Republic. The basic question pervading the whole thesis is whether the Senate in the Czech Republic has legitimate position. This question is considered in several connotations, both in comparison with second chambers of other countries and their functions, and in terms of the position of the Czech Senate in its partial powers. The thesis is presented with a brief overview of the evolution of legislative bodies in the period from the First Republic to the early nineties when the formation of the current form of bicameral parliament took place. Other chapters focus on its subsequent development which is marked by the period when the Senate was not established and its functions ensured the Chamber of Deputies. Furthermore, the thesis is focused on issues related to constitutional and legal embodiment of the Senate, the question of the extent and effectiveness of the use of its powers and the thesis deals with critical views too. The conclusion summarizes the results that came from the analysis, answers the research question and determines the possible subsequent development. Managerial functions and delegation of managerial functions in a consolidated kindergarten in Prague

This bachelor thesis elaborates on managerial functions and their delegation. It focuses on delegation of privileges, competencies and responsibilities from director of joint kindergarten to deputy who manages detached site. This is exclusively schools that were established by consolidating of several independent kindergartens. Theoretical part of the thesis is based on specialized literature. Research part contains analysis of questionnaire which was conducted on 10 consolidated kindergartens in Prague and focused on delegation of director's competencies. Directors and their deputies managing the detached sites participated in the questionnaire. Author of this thesis answers the question, which of the managerial competencies are appropriate for delegation in the detached site.
The Head of State in the constitutional system of the Czech Republic: de iure and de facto

Diploma thesis "The Head of State in the constitutional system of the Czech Republic: de iure and de facto" discourses both provisions, which integrate the institution of the president of the republic in constitution, and the virtual implementation of this uppermost authority in the state. At the beginning, the thesis deals with the historical dimension of the issue. It speaks of the general development and history of the office in Czech lands. Hereupon a depiction of the theoretical extent of this office follows. A large verge is devoted to the placement and the powers of the president in the constitution. The pragmatic part of the thesis consists of two case studies. The first one deals with the presidency of Václav Havel. The second one deals with the execution of the office by Václav Klaus. An extra attention is paid to the analysis of the accordance between the theoretical and pragmatic pursuance of the office of president of the Czech Republic.
Direct presidential election in Czech Republic

- Direct presidential election in the Czech Republic: reasons, conditions, consequences This diploma thesis is concerned with different aspects of implementation of the direct presidential election in the Czech Republic. It is aimed to discover the actual reasons for passing the Constitutional Act No. 71/2012 Coll., which introduces this institute into the Czech constitutional system. For the purpose of doing so, the thesis is divided into three parts. The first one presents and evaluates particular arguments (historical, political, constitutional, legal etc.), which were used by the proponents of this institute on one hand and by its opponents on the other. The content of the second part is the most extensive as it follows up the comparison of bills attempting to implement the direct presidential election into the Constitutional Act since 2001 up to the present. Therefore this part contains thirteen bills in total, including the one, which later becomes the Act No. 71/2012 Coll. Individual bills are compared and contrasted. The pertinent political and social circumstances accompanying their origin are also briefly mentioned. Competencies of deputy director of kindergarden

The bachelor thesis deals with problems of transfer competencies by the kindergarten director to deputy director. This area fundamentally differs in every school and it is dependent on the capacity of the number of children in the school or on the ability of the director competencies to delegate in the different extent but even on the assumption of the deputy director to fulfill these transferred competencies. The transfer of authority and participations for the school management by the deputy director should be in an everyday part of the life in the kindergarten. In the introductory are basically defined management functions and more detailed views are focused on competencies in the generally concept and their delegation. The middle part is concentrated on competencies as an essentials element in the kindergarten management. The last part of thesis is a questionnaire survey and an overview of recommended competencies to delegate the kindergarten deputy director, in the conclusion is a list of used literature and appendices of the bachelor thesis.

Central US bodies under the constitutions between 1781 and 1787 and their competences Abstract The subject of this thesis is the central bodies of the United States of America and their competences. In the context of this work the central bodies are the President of the United States as the head of the executive branch, bicameral Congress, consisting of the House of Representatives and the Senate, as the major body of the legislative branch and the Supreme Court as the major body of the judicial branch. The aim of this work was to analyze how these bodies function and their position within the constitutional system of the United States, both horizontally and vertically. The first part of the thesis deals with the circumstances of the establishment of the United States of America, the adoption of the Declaration of Independence and the end of the American War of Independence. The second part deals with the Articles of Confederation, the first US Constitution, and the process of their creation, the bodies that were created on their basis and their competences. The purpose of this thesis is to compare mayoral legislation status and his authority in the Czech Republic and Schleswig - Holstein. Although the main subject of the thesis is legislation status of the mayor each legislation chapter begins with a description of the autonomy constitutional right, municipality organization, and relationship of municipal authorities according to current legislation. The aim of the diploma thesis is to define the status of the mayor and his authority in the rule of law of the Czech Republic and Schleswig - Holstein and then use a comparative method to analyze the legislation differences and identical features. There are several parts of the thesis. In the first part is described legislation status of the mayor and his authority in the Czech Republic. The first chapter deals generally with a municipal and the second chapter is focused on the mayors authority, status, creation of mandate, responsibility and mainly on his competence. Political system of Russian Federation: what is declared in the Constitution and what is real?

This thesis will deal with analysis of the political regime in Russia. Its main aim becomes the attempt to show if there are differences between what is given by the Constitution, and the real functioning in the country. For starters, describe the institutional development of Russia after 1989. The reader can see how changing the distribution of power and appearring the party pluralism. Further attention will be paid to the issue of the Constitution itself, and do what the amendment brought about: the introduction of a bicameral parliament, Head of State etc. Following an examination of the constitutional rules in terms of the powers of the President, we will conclude whether the Russian Federation is actually a semi- presidential system or not. Additional space will involve the existence of parliamentarism in the country. Briefly dismantled election procedures: both parliamentary and presidential. According to available information on the electoral system and the results of the elections, we will understand why the Russian party system looks the way it looks.
